Claims for New Hampshire Interlocal Trust (NHIT)

Update — July 7, 2025

The majority of the adjudicated claims in inventory between June 4 – June 26, 2025 for New Hampshire Interlocal Trust (NHIT) members have been released.

We continue to pend claims as they are submitted, as we await funding from the NHIT receiver to reimburse claims for covered services for its members. The receiver has informed us that they will be assessing the municipalities, schools, and county governments that had received coverage through NHIT to fund claims for their members.

As we receive these funds from the receiver, we will continue to release claims. As noted below, Harvard Pilgrim will provide post-termination run-out services through June 30, 2026 for claims for services provided on or before June 30, 2025, subject to NHIT funding those claims.

We are working closely with the receiver, and all parties are committed to resolving this issue and releasing claims payments as promptly as possible.

Provider message — June 16, 2025: 

As of June 30, 2025, NHIT — a New Hampshire self-insured trust account serving 27 New Hampshire municipalities, schools, and county governments — dissolved due to financial difficulties. As a result, the New Hampshire Secretary of State filed a petition to appoint a third-party receiver to oversee the operations of NHIT, which was granted.

As a self-insured account sponsoring self-insured health plans administered by Harvard Pilgrim Health Care, NHIT is solely responsible for funding claims for covered services for its members. As we awaited funding from NHIT and the receiver, we pended medical services claims for NHIT members in inventory as of June 4, 2025. As we receive funding from the receiver, we are releasing payment of these claims.  Pharmacy claims are not being pended.

If you provide services to NHIT members, please keep the following in mind:

  • Continue to submit claims for NHIT members to Harvard Pilgrim Health Care. We encourage you to submit claims as soon as possible.
  • As we receive the necessary funding from the NHIT receiver, we will process and release these claims.
  • Continue to provide necessary care for NHIT members as the NHIT Plans remain active for dates of service through June 30, 2025.
  • Harvard Pilgrim will provide post-termination run-out services through June 30, 2026 for claims for services provided on or before June 30, 2025, subject to NHIT funding those claims.
  • Network providers are not permitted to collect payment from the member. Please refer to Harvard Pilgrim’s Collecting Member Payment Policy for details. Harvard Pilgrim is working with NHIT and the receiver to address payment of these pended claims.
  • We will provide additional information as it is available about the release and payment of pended claims.
  • Effective July 1, 2025, municipalities, schools, and government agencies previously receiving health insurance through NHIT have been transitioned to new plans either with Harvard Pilgrim Health Care or through another carrier.
