Urcel Fields - Senior Vice President, President of Government Markets - Point32HealthUrcel Fields is President, Government Markets at Point32Health. In his role, Urcel has full P&L ownership of the Medicare, Medicaid, Duals and Exchange (Direct QHP) lines of business, as well as oversight of the CarePartners of Connecticut joint venture, Sales, and Government Markets Administration. He joins Point32Health with over 25 years of managed care experience, with the last 10 years of his career dedicated to government sponsored health insurance.

Urcel is the former Chief Operating Officer of Peach State Health Plan (PSHP), a subsidiary of Centene Corporation, a globally diversified healthcare enterprise. He led a dynamic team of operations leaders responsible for 70% of the organization. This dedicated team served over 1.5 million Georgians across various healthcare programs, including Exchange Products, Medicaid, and Medicare Advantage. Urcel played a pivotal role in orchestrating the successful integration of WellCare GA into PSHP, resulting in the formation of the largest managed Medicaid organization in the state of Georgia.

Beyond his operational responsibilities, Urcel also dedicated himself to the challenging task of merging two distinct organizational cultures. He accomplished this by crafting a suite of informative collaterals, comprehensive training modules, and a set of indispensable leadership tools, effectively assuming the role of a health plan culture ambassador. His contributions extended far beyond the business aspects, as he masterfully navigated the intricate process of unifying not just operations but also the essence of the organization itself.

Before his role at Peach State Health Plan, Urcel served as the State President of WellCare South Carolina Health Plan, overseeing a managed care company that provided health insurance through Medicare Advantage and Medicaid to eligible individuals in South Carolina.

Prior to his tenure at WellCare, Urcel held the position of Chief Operating Officer at Anthem/Amerigroup GA. He provided comprehensive oversight of P&L, with a strong emphasis on revenue enhancement, cost management, and fostering growth through customer-centric relationships.

Urcel Fields holds a Bachelor of Science in Biology from Howard University and a Master of Public Health from Boston University. He is a devoted husband and proud father to three children and a Goldendoodle furbaby.

Urcel’s commitment to fitness and well-being is a central part of his life. He enjoys various disciplines such as trail running, basketball, and Olympic lifting. Additionally, he’s a passionate traveler who takes joy in immersing himself in different cultures, exploring the arts, savoring diverse cuisines, and listening to various genres of music.
